Application and Employment Policy

•     General: In order to be considered for a position with Chaves County, we require applicants to complete our application.  It is our policy not to accept unsolicited applications and/or resumes.  We only accept applications when there is a job opening available and posted with the Roswell Daily Record, Department of Labor or on our “Job Board”. This job board is located in the lobby of the Chaves County Administrative Center, #1 St. Mary’s Place, Roswell, NM 88203.  We accept faxed applications.  All applications are held in the Human Resources Department until after the closing date of the position when they are forwarded to the appropriate department for the selection process.

•     Policy:  Chaves County only hires U.S. Citizens and Lawfully Authorized Alien workers.

•     DRUG & ALCOHOL ABUSE POLICY:  Chaves County does not tolerate the use of illicit drugs or the abuse of prescription drugs or alcohol. The County has a general drug and alcohol abuse policy, which requires all employees to be tested for the following:

1.       Pre-employment
2.       Post Accident
3.       Reasonable suspicion 

All safety-sensitive employees are subject to random urinalysis testing. Further, Chaves County has established a Department of Transportation Drug Testing policy in which those employees who are required to have a Commercial Driver’s License (CDL) shall be tested randomly for both drugs and alcohol. 

Employee Status

PROBATIONARY EMPLOYEE:  A full-time or part-time employee hired to fill a regular position who has not yet completed the six (6) month probationary period of employment during which time the employee is terminable-at-will.

REGULAR EMPLOYEE - Full-Time: An employee who has successfully completed probation with a work schedule of at least forty (40) hours per week.  Part-Time: An employee who has successfully completed probation, in which an employee works less than forty (40) hours per week.  Part-time employees will receive benefits on a pro-rata basis.

GRANT FUNDED EMPLOYEE::  A full or part-time employee hired to fill a position which exists only upon receipt of grant funds.  This position is terminable-at-will if funding is not received.

Benefits

The following items are benefits available to all regular full-time County employees and their eligible dependents and regular part-time employees and eligible dependents who work at least two-thirds of a 40-hour work week.

•    Medical Insurance.  Chaves offers  health insurance coverage for eligible employees and dependents.  You may choose Blue Cross/Blue Shield or United at a monthly cost of $175 (Family), $150 (Employee + spouse only), $125 (Employee + 1 child) or  $100 (Employee only).  Presbyterian or Lovelace at a monthly cost of $75 (Family), $65 (Employee + spouse only) $50 (Employee + 1 child) or $25 (Employee only). A more complete explanation of the coverage is available through the Insurance Office.  The County offers an optional insurance package for vision.

•     Life InsuranceChaves County currently pays 100% of the premium for Life insurance coverage for eligible employees in the amount of $40,000 and dependents are covered at: Spouse- $10,000; dependent children $5,000.

•     Short & Long Term Disability Insurance:  Chaves County provides short and long term disability coverage for eligible employees at no cost. 

•     Dental Insurance.  Chaves County currently pays 100% of the premium for dental insurance coverage for eligible employees and dependents. 

•     Mental Health & Substance Abuse Coverage.  Chaves County provides Mental Health and Substance Abuse Insurance coverage to all eligible employees and their dependents.

•     Employee Assistance Program.  Chaves County offers an Employee Assistance Program to its employees and their dependents.  This program is 100% paid for by the County and allows the employee and their dependents up to five (5) free visits to counselors contracted through Deer Oaks.

•     Retirement.  Chaves County is a member of the Public Employees Retirement Association (PERA).  All County employees except full‑time students and temporary employees must be a member of PERA as a condition of employment.  County employees contribute a part of their salary for retirement and the County contributes a set amount.

•     VacationVacation leave provides an employee with a paid vacation each year although it may be used for other needs, which require absence during working hours.

m    Vacation Use.  Regulations concerning approval and use of accrued vacation time are covered in the County's Personnel Policy.

•     Sick Leave. Employees accrue a maximum of eighty  (80) hours of sick leave with pay annually.

m    Sick Leave Use. Regulations concerning approval of sick leave, use of sick leave and sick leave abuse are covered in the County's Personnel Policy.

•     HolidaysThe County Commission shall approve holidays at their discretion during December of each year for the next calendar year.

•     Personal Holiday All regular employees who have completed six (6) months of employment will have an eight (8) hour personal holiday each calendar year in addition to the regular holiday schedule. The personal holiday may be taken at any time, upon approval by the employee’s supervisor. 

•     Credit Union County employees are eligible to become members of the Otero Federal Credit Union for checking and savings accounts, loans and other banking or savings needs.  You may request an automatic payroll deduction to go to the credit union.

•     Deferred CompensationCounty employees may participate in the deferred compensation program through the Nationwide Retirement Solutions as a supplement to PERA retirement.  Nationwide also offers life insurance coverage if desired.

Chaves County Applications

Chaves County requires applicants to complete our application to be considered for an advertised opening. 

Some hints for completing our application are: 

·      Carefully read and follow all the instructions on the application.

·      Print clearly - do not write or print anything the reviewer cannot read.

·      Complete all sections of the application.  Do not use “See Resume” in any section — fill it in.  You may attach a resume in addition to the application to amplify the information contained in the application.

·      Chaves County is a drug free employer.  Post-offer applicants are required to submit to pre-employment drug and physical testing as a condition of employment.
